Ms. Emma Williams is a Project Management Professional (PMP), Associate Emergency Manager (AEM) and an Emergency Management Accreditation Program (EMAP) Business Consultant Initiative (BCI) trained emergency management professional, who currently serves as the Emergency Manager for the City of Frederick, Maryland. In this role, she leads the City's emergency management program, directing preparedness, mitigation, response, recovery, continuity of operations, and facility security initiatives. She is responsible for maintaining and implementing the City's Emergency Operations Plan and Continuity of Operations Program, coordinating preparedness activities across City departments, and working closely with local, regional, state, and federal partners to strengthen operational readiness. Prior to joining the City of Frederick, Ms. Williams served as Planning and Analysis Lead for Perses Consulting, where she led and supported numerous emergency management planning initiatives, including the Sussex County, Delaware Emergency Operations Plan modernization project, the City of Asheville, North Carolina Emergency Operations Plan and Continuity of Operations initiative, and strategic planning support for the Virginia Department of Emergency Management. Her experience developing operationally focused plans, facilitating stakeholder engagement, evaluating emergency management programs, and supporting EMAP related planning initiatives makes her exceptionally well qualified to serve as Lead Planner for the New Castle County Emergency Operations Plan Update.
