Connor Scott

Vice President

Mr. Scott is a Certified Emergency Manager (CEM) and FEMA Master Exercise Practitioner (MEP) with nearly two decades of experience in local government as a first responder, emergency manager, and public administrator. Mr. Scott served as the Deputy Director, Office of Emergency Management for the City of Baltimore, MD, and has significant experience managing emergency events and complex, high-profile projects. He is a strategic, results-oriented manager with crisis-tested leadership abilities and performance evaluation expertise. Mr. Scott has responded to hundreds of incidents, including major fires, mass casualty incidents, mass shootings, train derailments, hurricanes, blizzards, and cyber events. He has extensive Emergency Operations Center (EOC) experience in every role possible, ranging from EOC Manager to Situation Unit Leader, and has led EOC operations for five federally declared disasters, and designed the Alternate EOC for the City of Baltimore. Mr. Scott has developed plans, training, and exercises for numerous shelter, reunification, Family Assistance Center, and other community service-related functions. He has also has operations role managing these centers, giving him a true 360 degree understand of the best practices and challenges. He holds Master of Public Administration from Villanova University and has studied homeland security at Harvard University and the Naval Postgraduate School. He is also a certified Incident Command System instructor for the Maryland Department of Emergency Management (MDEM) and the Maryland Fire and Rescue Institute (MFRI). Prior to his career in emergency management, Mr. Scott served for ten years as a firefighter and Emergency Medical Technician for a large county fire department.
