Mr. Molloy is the co-founder and President of Perses Consulting, LLC and an accomplished planner, trainer and Master Exercise Practitioner (MEP) with over two decades of experience managing and executing homeland security and emergency management-related projects. Mr. Molloy has significant experience managing complex, high-profile projects, and real-world incidents. Mr. Molloy is a strategic, results-oriented manager with proven leadership and personnel management abilities. Mr. Molloy has vast experience managing and executing federal, state and local planning, training and exercise programs. Mr. Molloy provides contract oversight for all Perses Consulting projects and has direct project management experience for multiple planning, training and exercise projects across the country. Mr. Molloy served as an appointee to the Maryland Emergency Management Agency Executive Director as the Training and Exercise Branch Manager, State Training Officer and State Exercise Officer. He was responsible for the oversight of all emergency management and homeland security-related training, exercises, after-action reports/improvement plans, statewide corrective action program, and Governor’s core goal on training and exercises.
