DC HSEMA Continuity Program Support

Since 2019, Perses Consulting has been providing direct project management, planning, training and exercise support services to the DC Homeland Security and Emergency Management Agency (HSEMA). As integral members of the Preparedness Bureau in both the planning, and training and exercise sections, Perses Consulting personnel play a pivotal role in all aspects of the Districts integrated preparedness program.


As part of this ingoing contract, Perses Consulting provides direct support to the HSEMA Continuity Program Manager. Most recently, Perses Consulting developed a District Continuity Program Manual to be used by all departments and agencies in support of their specific continuity programs. The Continuity Program Manual provides a comprehensive overview of how the District of Columbia approaches Continuity Planning, which includes Continuity of Operations (COOP) Planning and Continuity of Government (COG) Planning, an integral component of the overall emergency planning process. It addresses the goals, objectives, and methodology for COOP and COG planning in the District to ensure a sustained, effective, and holistic response. The Manual provides direction for activities and should be used as a guide for the District in administering a continuity program, developing a COG Plan and individual agency/department COOP Plans. All continuity plans shall be all-hazards in nature to provide the framework for implementation in any type of situation.
