Sussex County EOP Support
Perses Consulting supported Sussex County with an emergency operations planning effort aimed at helping the 25 municipalities within the County develop their own Emergency Operations Plans (EOPs). This effort is intended to empower towns to understand the FEMA 6-Step Planning Process and create actionable and effective EOPs. The project started with a three-hour in-person EOP development training course. During this course Perses Consulting guided towns through a Comprehensive Planning Guidance (CPG) 101 informed approach to starting an EOP, including assembling a planning team, conducting Whole Community planning, completing a risk assessment, and developing goals and objectives. Following this course Towns received an EOP Base Plan Template and an EOP Hazard Annex Template with instructions for starting their EOPs. The project then included a planning workshop where participants discussed and developed key sections of their EOPs. This project concluded with each town receiving an allotment of technical assistance time with Perses Consulting to review EOP drafts, develop key sections, and answer final questions.
Concurrent with this effort Sussex County completed and published their 2026 EOP update. Perses Consulting developed an online asynchronous training course to socialize the EOP with internal and external stakeholders. This course reviews Base Plan concepts, Hazard Annexes, and Phase Annexes to provide learners with a comprehensive overview of updated plan.
