Perses Consulting is currently supporting Frederick County transition to the Incident Support Model (ISM). As the County continues to grow and faces an increasingly complex risk environment, the ability to coordinate effectively across departments, scale operations during incidents of varying size and complexity, and maintain consistency in decision-making is critical. Perses Consulting is supporting .Frederick County’s transition to an ISM through a strategic, multi-step effort that requires thoughtful planning, leadership engagement, and deliberate change management. Perses Consulting is leading five integrated tasks as follows:
Current State Assessment: a structured, collaborative, and evidence-based effort designed to provide Frederick County with a clear understanding of how its existing Emergency Operations Center (EOC) structure, roles, and coordination mechanisms function today, and how they can best transition to an ISM.
ISM Framework Design: design an ISM framework that is intentionally tailored to Frederick County’s organizational structure, authorities, and operating environment.
Transition Strategy and Roadmap Development: a clear, realistic, and phased transition strategy that enables Frederick County to move from its current department-based EOC structure to ISM over time.
ISM Job Aid Development: concise, planning-focused ISM job aids that translate the conceptual framework and transition strategy into practical, leadership-oriented reference tools.
Orientation and Knowledge Transfer: orientation and knowledge transfer activities designed to ensure Frederick County leadership clearly understands ISM, the rationale behind the recommended framework, and the options available for future implementation.
The five tasks are intentionally sequenced to build understanding, inform decision-making, and position the County for sustainable success. This integrated body of work, ensures each phase builds upon the last and results in practical County-specific products that strengthen coordination, enhance scalability, and support informed leadership decisions.
