01 Planning & Analysis

A man who does not plan long ahead will find trouble at his door. – Confucius

Perses Consulting offers a plethora of planning and analysis services. From conducting Threat and Hazard Identification and Risk Assessments (THIRA) to developing Emergency Operations Plans (EOPs), Perses Consulting has supported all aspects of the National Preparedness System for some of the largest, highest-risk jurisdictions in the country. Our planning and analysis services include planning processes associated with the following products:

  • Threat and Hazard Identification and Risk Assessment (THIRA)

  • Community Risk Assessment

  • Security Vulnerability Assessment

  • Risk Assessment

  • Emergency Operations Plan (EOP) Development

  • Emergency Management Program Development

  • Continuity Planning

  • Standard Operating Procedure (SOP) Development, Review, and Update

  • Corrective Action Program Development

Perses Consulting grounds its planning efforts in best practices and proven methods. We follow the FEMA Six Step Planning Process, the Comprehensive Preparedness Guide 101 (CPG 101) Planning Process, the National Incident Management System and the National Response Framework (NRF) as a baseline for all planning projects.

We approach the development of planning and analysis documents by focusing on the process, rather than on the end result; the actual plan itself should exist as documentation of a comprehensive process that ingrains a high-performing, intuitive, and sustainable emergency management program. Many consulting firms focus on delivering an extravagant document that checks the necessary boxes and include all of the pertinent information based on typical emergency planning guidance, while our team understands that the actual plan is not as important as the effort, team building, and culture change that went into its development.
