Perses Consulting led the District of Columbia Public School’s (DCPS) 2019 School Active Threat Initiative, which included refining the DCPS Emergency Response Plan, a.k.a. the “Red Book”, developing a School Active Threat Annex, and conducting a Tabletop Exercise and Full-Scale Exercise.
The DCPS Playbook provides essential emergency management planning information and guidance on Emergency Response Plan development. The Active Threat Annex provides active shooter-specific information to guide and support a school's response.
The exercises afforded stakeholders an opportunity to discuss and demonstrate school preparedness and response capabilities. The tabletop exercise provided stakeholders (school administrators, first responders, etc.) an opportunity to talk through plans, policies and procedures; and collectively work through an active shooter response. The full-scale exercise (FSE) provided these same stakeholders the opportunity to demonstrate the response capabilities discussed during the Tabletop Exercise.
For both exercises Perses Consulting led the developed of the draft After-Action Reports, conduct of the After-Action Meetings, development of the draft Improvement plan, and development of the final combined After-Action Report/Improvement Plan (AAR/IP).
