Perses Consulting supported Surry County with the development of a Continuity of Operations (COOP) Plan and COOP program through a formal planning process. This project included hosting a virtual stakeholder kickoff, developing an online COOP 101 overview training course, and developing a complete COOP Plan. The COOP Plan included a Base Plan, 25 Department Annexes, and eight (8) functional annexes.
Prior to plan development the team hosted a virtual COOP Kickoff for County leadership to introduce the project and answer any initial questions. The team also developed and deployed a survey to collect preliminary COOP Plan information to develop COOP templates. Finally, the team shared a COOP-101 online course that served as a resource for stakeholders throughout the COOP planning process. In order to develop the COOP Base Plan, the team worked with the Emergency Management Coordinator to understand the current capabilities and COOP program goals. Each department participated in one to three interviews to identify all continuity elements. These interviews also allowed for departments to describe previous experience using continuity practices and inform each department’s approach to continuity events.
