January 6 Capitol Riot AAR

In the midst of a heightened political divide throughout the country, on January 6th, individuals and groups advancing a common political agenda stormed and breached the U.S. Capitol, resulting in the death of one U.S. Capitol Police officer and several protestors. Leading up to the Presidential Inauguration on January 20th, protests and civil unrest continued, resulting in the need for enhanced law enforcement collaboration and communication between subregional and federal law enforcement entities.


On behalf of the COG Police Chiefs Committee and the Metropolitan Washington Council of Governments, Perses Consulting is developing an After-Action Report/Improvement Plan (AAR/IP) on the regional law enforcement response to the January 6, 2021 events that occurred at the U.S. Capitol, as well as events preceding the Inauguration. The AAR/IP will specifically focus on how to improve regional technical operations, deployments, and mutual aid requests.


Deliverable 1: Information Collection. Collect information and gather feedback from regional law enforcement entities on best practices/lessons learned from the January 6th riots at the U.S. Capitol and events thereafter.

  • Develop data collection methodology, for example the process for information collection and how/when feedback will be collected from stakeholders.

  • Coordinate with the Police Chiefs Committee, Fusion Centers, and other applicable stakeholders to gather feedback.

  • Analyze subregional and regional law enforcement response and opportunities

  • for improvement.

    • Specifically, the vendor will focus on mutual aid requests and regional response to January 6th and thereafter.


Deliverable 2: Product Development. Develop a set of recommendations on how to improve regional response coordination, mutual aid requests and technical operations.

  • Develop set of recommendations for the IP based on regional feedback, including, but not limited to, recommendations on the following:

    • Mutual Aid Operations Plans (MAOP)

    • Communications

    • Technology

    • Training/exercise

    • Personal Protective Equipment

    • Threat information sharing with regional leaders


Deliverable 3: Communication with COG and the Police Chiefs Committee on Findings and Analysis. Brief COG staff and the Police Chiefs Committee as needed throughout the duration of the contract on report findings and analysis.

  • Collaborate with COG staff to maintain situational awareness regarding any significant data to report, updates to the projected timeline, challenges, etc.
