NACHC Emergency Management Capabilities and Gap Assessment

Perses Consulting, LLC was contracted to develop strategic and operational recommendations to enhance the emergency preparedness program of the National Association of Community Health Centers (NACHC) and their relationship with community health clinics, Federally Qualified Health Centers, Health Center Controlled Networks, and Primary Care Associations.

During the summer of 2022, the NACHC contracted with Perses Consulting, LLC and undertook a project to identify emergency management subjects and topics of interest for their member organizations with the goal of strengthening the relationships between these entities and Healthcare Coalitions (HCC), and informing NACHC’s future resources, tools, and training and technical assistance (T/TA) offerings. The project involved literature review, stakeholder interviews, best-practice research, and analysis of pandemic response and recovery

COVID-19 impacted every aspect of national health care delivery, quality, and emergency preparedness, and NACHC recognized the end of the pandemic as the right opportunity to reevaluate the posture, gaps, and realities of emergency management capabilities of health centers and the infrastructure – in particular, PCAs and HCCs – designed to support them. This initiative shed light on the ground truth of emergency preparedness at the health center level, the regional/HCC level, and the state/PCA level, and will help NACHC in developing technical assistance strategy, resource prioritization, tool development, and advocacy efforts in the coming years.
